Abstract:
Finance is a critical pillar for the real economy, particularly in the realm of technological innovation which is characterized by high risks and demands significant investments in capital and specialized talent across various global industries. This lecture explores how robust governance and effective strategic incentives are vital for cultivating a thriving capital market ecosystem that can attract global investments in innovative, high-risk, high-return technology enterprises. It highlights the necessity for coordinated development within the financial system, encompassing monetary pricing, equity returns, financial product structuring, and supportive industrial policies. By drawing on successful practices from the United States and Asia's leading tech hubs, the presentation will propose strategic options for China to boost its technological innovation and the burgeoning “new quality productive forces”.
Speaker Profile:
Tan Sri Andrew Sheng is a global financial commentator with a First-Class Honours in Economics and an Honorary Doctorate of Law from the University of Bristol, as well as an Honorary Doctorate from the University of Malaya. He serves as the Pro-Chancellor of the University of Bristol, a Distinguished Fellow of the Asia Global Institute at the University of Hong Kong, and Chairman of the George Town Open and Advanced Institute (GIOAS) in Malaysia.
He is a member of the International Committee of the China Banking and Insurance Regulatory Commission, an advisor to the Executive Council of the Hong Kong Special Administrative Region Government, a board member of Khazanah Nasional Berhad (Malaysia's sovereign wealth fund), a consultant for international affairs at the China Securities Regulatory Commission, and a member of the International Advisory Committee of the China Development Bank, the China Investment Corporation, and the International Advisory Committee for the Promotion of Shanghai as an International Financial Center.
Andrew Sheng sits in the Advisory Board of Bank Indonesia Institute. He is a member to Commission on Global Economic Transformation, chaired by Nobel Laureates Stiglitz and Spence. He is an International Advisory Board Member of Securities and Exchange Board of India and Thailand Development Research Institute. He sits in the Malaysia International Islamic Financial Centre (MIFC) Leadership Council and as a Distinguished Fellow, Institute for Capital Market Research, Malaysia.
Andrew Sheng
has previously held positions as a consultant for the design of a sustainable financial system at the United Nations Environment Programme, a board member of the Qatar Financial Centre Regulatory Authority, Pro-Chancellor of the Universiti Tun Abdul Razak, and an Adjunct Professor at the Graduate School of Economics and Management, Tsinghua University, Beijing and Faculty of Economics, University of Malaya. He is a Professor by Practice at School of Business and Administration, Wawasan Open University, Malaysia. He is also a member of the Shanghai Advisory Committee and International Council of the Free University of Berlin, and an Independent Non-Executive Director of Khazanah Nasional Berhad.
